License to breathe

One can imagine a new government regulation: The license to breathe.
Politicians and their fanboys explain that, if we let all people
breathe freely, criminals would use that freedom to commit horrendous
crimes and acts of mass destruction. They also argue that faster,
stronger people would breath more which is unfair when we think about
asthmatic patients who cannot even get a single breath properly.

Therefore in the general interest of the country as a whole, the
governments argue, that there ought to be a license to breath, to keep
in check the avaricious desire among criminals & healthier people to
exist. Everyone is asked to apply for a license. This process takes
time. The healthier people try to hold their breath long enough to get
the license, many of them fail, and they leave the country to places
where people are allowed to breath freely. Criminals on the other
hand, bribe & lobby the beauraucrats for special exemptions from
having a license to breath. Pretty soon, the country is filled with
criminals who bribe to get special exemptions from having a license to
breath so as to go forth and do a lot of harm to everyone.

The criminals now use the unfair playing fields acquired through
bribery and corruption to commit more crimes. The governments use
these increased crime levels & destruction as justification for more
licenses and regulation. The criminals bribe & lobby themselves out of
these regulations too. Healthy moral people experience life becoming
increasingly difficult to prosper in, while the outlaws are having a
good time.

Once the criminals have done consuming their loot, they realize that
there is nothing left to loot unless healthy moral people produce
something. So they resort using guns to scare people into working for
them. Innovation halts due to constant fear of losing life and due to
constant lack of liberty. Meanwhile there is news from other countries
which are experiencing a renaissance, and they wonder what went wrong.
