Government building regulations did not save Japan from the Eathquake

All the government regulations in the world wont matter if you can’t
implement them. A place like India could enact Japan standard building
codes tonight, and no one could afford to build to their standard.

I think millions of lives were saved by amassed capital wealth and
high per capita income thanks to mutually beneficial trade with other
willing people. It is this wealth that makes creation of earthquake
and tsunami resistant engineering possible.

Let us not forget that.
